Without knowing how big the cage is and what the set up is, it's a little hard to answer your question. Of course you can do anything you want to, but to make it less stressful for the birds, there's a right way and wrong way (IMO) of doing things.
Now, if you take the birds in the cage now, out, and put in two pair, it would probably work ok, providing there is enough room. It would work better if the two pairs are already paired up too, as opposed to just throwing 2 cocks and 2 hens in a cage that aren't paired together already.

You might try introducing the cocks first into the breeding pen. See how they get along. If they get territory right off the bat and do not fight much you might be ok. If one cock claims the whole thing you might have issues.
One of the biggest challenges in breeding is to see which mix of cocks can actually get along. Life is much easier if you have individual breeding pens for each cock. If you put two together, I would expect them to fight. I would also expect after a while the pecking order reached. I do have a few cocks that will claim as many boxes as you will give them. You might put some of your lesser aggressive cocks in the pen. good luck Randy

One thing I read about is to lock all your birds in their nest boxes. Then release one pair at a time to have run of the breeding compartment. They have freedom to court and mate. Then when all are done release them all back to the cage. This will help when putting new pairs together also.
