Help Needed In Bay Area For White Racer ..

Is there a member in Oakland or San Francisco area who can please help me with a downed white homing pigeon I found Monday night on the side of the road. I don't know how to care for it, I 'm not sure it can fly, I'm not sure if it is sick, I don't know if it is eating or drinking, and I just can't let it go unless I feel sure it is well and can get back home. Also the foot with a spiral orange band on it is swollen and I want to take the band off, but if I take the band off and someone else finds the bird, they will think it is a wild bird so I am in a state of complete dilemma. I tried to get info online and I found this address. I need someone closeby to help. How could the owner not notice how the band is hurting this bird's leg and foot? And why would anyone let it out in the severe storms, rain and high winds we have just had? If someone closeby would please e-mail me so that I can proceed to a phone conversation I would so appreciate it. I have been trying hard to find the owner and I have been trying hard to find rescue people and I come up zilch.
