Is this Crabby cage mates or mating????

Ok well Horatio and Willow are enjoying there home here but I have a lil' question. Every so often Horatio will go over and do a few pecks on Willow's face or neck, in return Willow starts wing slapping Horatio. There is a combo of a Cackle for Horatio, and a deep moan/hummm from Willow. This goes on for about 1 min. Then they go back to just hanging out. Does this sound Normal???? I'd hate to see one get hurt.
Any info. would be WONDERFUL!!

Hmm..I'm really not sure but I have seen alot of male pigeons walk over to their wives and give them afew pecks in the face, neck..etc (How naughty )
The female sometimes gets mad and wing slaps him back but then they make up again (I guess it's alittle pijjie fight )

Any one else have any ideas?

OHHHHH I think we got a Pair!!!! They are both calm now all Cuddly and preaning each other. They are SOOOO Cute!!
