Strange acting young bird.

Hi,
I hope I can get some help from some of you regarding a young bird just out of the nest. It has always had a weird problem since before it even had feathers. While in the nest it's head shook like it was shivering from the cold (it was 110 degrees outside), then when it was old enough to come out of the nest it walked as if it had no balance coordination. I stumbles most of the time but does ok it it walks slow. It tries to fly and seems to do ok (it just started flying)I only have one pair of B. rollers, this was the first young I raised from them. The other egg broke. They have two new babies about 7 days old and they don't have that problem. The pair seem healthy. They were vaccinated and wormed befor I got them. Can anyone help me out?

If it were PMV wouldn't the others show some signs? The young one is a couple months old now and showed these symptomes since it could hold up his head.
