Budgie Question

My parents have bought two budgies (Romeo & Juliet), and I met the two birds for the first time today.

I noticed that Juliet has a dirty vent.....I'm just wondering what this
could be a symptom of , and the remedy. Other than the dirty vent, she is
acting fine, is eating heartily and is happily chirping and jumping around
the cage. Romeo's vent area is as clean as a whistle.

Their diet consists of fruits and vegetables and seeds and plenty of fresh
water.

My parents were unaware that birds needed to be wormed.......could this be
part of the problem?

Their cage is kept imacculately clean....so I can't imagine it being a
hygene problem.

Any suggestions or advice would be much appreciated as I know less than zero about these little ones.
