Pigeon Questions

hello, I am new to pigeons, and have built a dovecote with about 10 fantail pigeons.
one of them in particular seems to have alot of the feathers around the head missing.
could anyone tell me if this is a "pecking order"-fighting scenario? or possibly mites??
either way, any info would be appreciated.
