Advice on baby ringneck dove please

The dove always seems to hold her beak slightly open, and never seems to close it, im starting to wonder if this is why she doesnt eat much of the scattered seed however she is trying, is this normal?

No, I took one that had the same problem to the vet and he diagnosed a respiratory infection.

One of my two little doves also holds his beak open so I am treating it with Baytril.
