breeding

Hey every one i have a problem with some pigeons that build nests but they dont lay! never at all! and then they destroy the nest and build it again! what is wrong with them!?!!??! some of these birds i really really want to breed!

Are you sure they are hen and cock. Sometimes 2 cocks will pair and build nests. What breed are they?
