They dont need to be taught, pigeons will learn to use their wings automatically, just needs time & exercise so that their muscles are strong enough, some do take longer than others, but as others have also pointed out, fantails are NOT good fliers at the best of times so may take longer.
You could sit him/her on your hand a couple of feet above a soft landing area, and gently raise/lower your hand so that it feels silghtly off balance, & that should help it to exercise its wings to maintain its balance. Once its confident enough it will "jump" and try to flutter onto the soft landing area.
Do NOT do this over a hard surface as the bird may damage its breast bone if it lands awkwardly.
