Well, theres no way a pigeon is gonna shell them so no point leaving them in the shell lol.
Mix a few in with their seeds, eventually they will eat them. Some folk chop them up smaller but to be honest, they will eat them whole, in fact any rescues Ive had will not touch them chopped, but given whole & they wolf them down like theres no tomorrow, even youngsters.

Hi MIKE, What most people use are raw SPANISH peanuts that have beem shelled.JEDDS pigeon supply sells them most all health food stores also sell them. What breed of pigeon do you have? Homers and the larger breeds can handle the nuts but for small breeds you will need to chop them up .Believe me once your birds fine out how peanuts are they will go nuts over them You need to understand that peanuts are not fed on a regular basis. They are a treat and used in training your birds. Show and Racing men use the this way .GEORGE

You Can Usually Get The Spanish Peanuts At The Feed Store, In The Bird Food Aisle, I Get The Ones That Are Already Chopped, The Birds Go Nuts Over Them Lol!
