Whats it take to start a Racing club?

I don't have a racing club close to me in Northeast lower Michigan and I want to start racing my birds bad!! What does it take to get a club going in my area? I heard it takes 2 people to start one? All you Pigeon racers, PLEASE help me out here!! All advise is needed here!
