The images are just too poor and or omit or miss capturing the Beak entirely as well.

Looks like a broken off Maxillary or upper Beak, broken off toward the end or tip...but the break does not resemble anything I would expect from Canker.

I do not believe so.

This Pigeon will simply have an upper or Maxillary Beak which is a little shorter than their lower or Mandibular Beak from here on.

This may mean they will find it much easier to eat from a bowl or cup which is deep enough for the seeds to be fairly deep, so the lower Beak can go in farther than usual.

How are they eating presently?

And, when did this happen?

He will just have to practice and re-learn his pecking method with his new Beak configuration.

A Bowl or Cup which allows the Seeds to be deep, is usually a big help for this.

They re-learn to peck with their Beak being different, and, it just takes a while sometimes...so, work with him, and help him as you can...he is a very pretty Pigeon and should have a long Life ahead of him.

Not that I know of...or, as far as I know, "No", it will not.

It is a Bone, whether the Lower Beak or the upper Beak, it is Bone, just like your Jaw Bone or your upper Maxillary in which your upper Teeth are.

In a Bird, it is Bone which has a Sheath of Nail-like material on it...when more than the very 'tip' is lost, then it is a section of Bone which is lost, and, this will not grow back entirely...though the Sheath of Nail-like material may eventually grow to cover the broken end, thus making the Beak a little longer in effect.

So, in a way, it may grow back a little bit, if the Sheath covering grows over the end where it broke off, and, time will tell how much that will be.
