Can you bring him in where it's warm, put him in a box and get the band number?

Yes, it's a pigeon. You wouldn't happen to have any wild bird seed, wouldja'?

If you're worried about getting sick from him, don't be--there are extremely few things that they can get and pass to us owing to the fact that their normal body temperature runs about 107 degrees F versus our 98.6. There is, however, something that he can get from you in his weakened state so you might want to wash your hands before handling him.

You might have an easier time picking him up if you turn out all the lights, though.

I expect this is a young bird that's lost. I've got two missing myself. I'm in VA though, so doubt it's mine.
Is the tag red?

Good. We'll wait to see what the tag says.

And we can also work with puppy chow in a pinch. Does he feel especially light or like a bag of bones?

I've got to run for a few minutes, but will be back. Please check the band. I know a few pigeon flyers in eastern NC, so it's possible this is one of their birds or maybe I can get you some names/numbers to call to see if someone can get the bird.
Be back in a few.

A racer's normal food would have some small dried beans in it, yes.

We'll look that up. Do you have a kitchen scale that you could weigh him with?
