Signs of PMV?

HI,

I've had an injured juvenile pigeon for about 4 weeks. He had a broken bone in his wing, which has healed and he's working on growing back wing feathers.

During the past few days he has started twisting his head around like I have seen PMV birds do. He is not walking in circles and there are no tremors.

Is this likely to be early signs of PMV? If so, how do I help him keep the symptoms mild? Also, worried about contagion. I have some other birds I am fostering. They don't stay in the same cages, but have been outside the cages together.
