I would never tie something to my pigeons so they could fly around making an unnatural noise. If you like sounds outside maybe some wind chimes will do?

No they wouldn't deter hawks. In my opinion the deter hawks saying is just a selling strategy.

I sure know if I was running around I wouldn't want something on my back or necking making high pitched whistling sounds. It just isn't natural. Why not hook up little speakers and an amplifier. We can attach it to a pigeons back and play hawk distress calls as the pigeon flys. maybe that will deter them?

The knowledge I possess about both pigeons and hawks could be written on the back of my hand.....extremely limited. BUT common sense tells me that if a streamlined flying machine....i.e...pigeon... has an object attached to his body that will create wind drag......the sound would be an invitation to a hawk that dinner is in the area. As for scaring the hawk...maybe a few times.. but animals soon learn if something in the area is really dangerous and will eventually adjust to the noise. Perhaps your friend who has had no losses for a couple of years simply does not have a population of predators in his area. JMO

hmm my thoughts would be that most my birds are taken from after the point of them landing on the roof before trapping ,sooo that whistle wouldnt be whistling at that point and wouldnt be of any help to me just my two cents
