Most youngsters start figuring out seed at the 3-4 week mark. I've had them as young as 2+ weeks get going on seed and others who were still clueless at 5-6 weeks. Do you have a scale to monitor the weight of the bird? If so, that's really the best way to know if they are getting enough nutrition.

Is the youngster drinking on his own?

If you have other youngsters its age, you could put them in a "play" (I have used an old play pen in an enclosed room) environment, seperated from the other pigeons. Lay out lots of paper towels and newspaper under that, to soak up spills. Put out a nice deep bowl (spill proof) and some water, and watch how they interact and learn to eat and drink from each other. They will even try to bathe in their water bowl. Before you know it, they become very good at picking up seeds, one right after the other, and swallowing them.
