Your thinking is sophisticated. It's always smart to have the facts before moving ahead.
Sadly, laws don't always cover every situation and our dear pigeons have so few rights.
Your local police are supposed to be familiar with the local laws. Call 411 and ask for the police BUSINESS number. Call it. Then ask to speak with a Captain. Get his name and tell him yours. If you were ever going to be charming or polite, now is the time!
Tell him the situation--you're building a pigeon loft and your neighbor shoots pigeons.
Listen very carefully to what you are told.
Then take a friend, an adult if possible, and see if you can have a friendly chat with this neighbor.
Be sure to have someone with you, as you want two people on your side. Again, if you can be charming, now is the time.
See if you can reach an understanding. Offer to cut his grass while he's on vacation or something. Let him know that you will fly your pigeons only between such and such a time.
If he listens, tell him they're "Racers" and can fly 60 mph for up to 16-hours straight, and that you're just learning how to train them.
If he's nice, ask him if knows about carpentry? You may become friends. Let him name a few of your birds--who is gonna shoot Old Barney, or Snow Flake, or someone else they know by name?
