So this isn't a pigeon? Do you know what kind it is, or do you have a picture of the whole bird you can post?
What's it's story on how it came to you?
Hard to see that picture on my end. It's really large and out of focus, but I know glands can get clogged up causing a lot of swelling

Can someone assist you in the picture taking? one holds, the other photo shoots?
If you wrap her in a cloth she can't get her toenails caught in, with her head covered, it will help to calm her down if she's not used to being handled.
Without knowing what it is, I would not start draining anything.
could be a number of issues from clogged gland, feather cyst, infection of some sort.
Can she be taken to an avian vet? That is always the best option.
