Nevermind, What I was seeing were the coverts right before the flights. They look very separated from the flights for some reason, so I thought the flights I was seeing were the ones on the other wing.

This should be either a Cooper's Hawk or a Sharp-Shinned Hawk.

And yes, that's what I was thinking too. The tail looks more round than square. And he's pretty big compared to that pigeon.

i also saw the bird attacking birds midflight last week.. it was pretty cool
