Does this wing look broken?

Does this wing look broken? It has a dried up cut shown in pictures that i have put antibiotic cream on. He is eating and drinking water. Poop looks normal. He shivers the wing with the injury. It looks drooped down a bit from his good wing. There is no injury to the underside and he can spread his wings but cannot fly. He shrugs it alot as well.

Do you have access to a veterinarian who can look at it for you? If yes I would advise that to get meds to help with pain and inflammation.. if it is injured it needs to be cleaned also.

After.. Resting the bird in a confined space so the wing has time to heal.
