I think when they are about a week old, then that is a safe age. Unfortunately when raised by humans, they sometimes become human imprinted. Meaning they would rather associate more with humans than with pigeons. You will have a close bond with the baby, but I don't think that is really fair on the baby in the longterm.

I would not do that on purpose, as the parent birds are the best choice for survival and learning to eat on their own, but if you wanted to tame a pigeon, I would go to the loft and handle the babies every day, or at least after the first week, not before, then when weaned take the youngster inside and finish taming there. The thing is even some hand raised are not tame and some get real tame, just depends on the personality of the bird.
