Does the heating pad go under the box or should I cut off the bottom of the box , enclose the heating pad in a garbage bag, and put the bedding over that?

Oh, a second question... I'm not doing well finding what I need using the search option. Is there one forum - or even just one source of comprehensive info. - on this site for care of baby orphans?

You can use a box slightly larger than the heating pad. Put a towel on the bottom of the box, then the heating pad and another soft fleezy blanket on top of the heating pad. Baby goes on top of the fleezy blanket. Just keep on checking the heat so that the baby does not overheat. You might need to put more fabric on top of the heating pad if it gets too hot. Rather try it out during the day so that you can do regular checkups reg the heat.

Plug in thermostats start at like 35 bucks on scAmazon. They come with temperature probe included/installed. That would be my preferred way to go.
