Pigeons love to bathe. They are very clean birds.

I get that but every time it rains they perch outside in the rain

Because pigeons love to keep clean contrary to their reputation.

Rooster4 that only means that they want to take a bath in the pan...Set a bathpan for them to bathe in...They like to keep their feathers clean and moisturize their skins...Also to keep their feathers smooth, always remember, they know something better than we know what's best for them...

my young birds have tried to take a bath in the waterer but couldnt fit themselves through the holes
it was a riot watching them get as close to the water as they could and act like they were splashing around but they were just really just rolling around not getting wet at all
I think I even have it on tape
I'll have to see if I can dig it up

That is not really true, some pigeons prefer showers over baths. I see that with my birds, some will hop right in the bath tubs while the others just enjoy the sprinkles that come from the hose.
