Can you give us more information? How long have you had him, where are his parents, what exactly are you feeding and how much and how often? Is he on a heat source? If not please put him on one immediately. A heating pad set on low with a towel is perfect, or if you don't have one, a sock filled with dry rice and microwaved can be used temporarily. Check it carefully for hot spots if you use that.

Also, what general area are you in? We may have a member nearby, or know of a good vet. Your best bet would be to take him to a vet immediately. It sounds as if he is ill and may need antibiotics. You can call around for exam prices, and make sure to tell them it is your PET pigeon, as many vets will not see a wild pigeon. Twisting the head and neck around are often signs of PMV-1, which is treatable. He could have gotten it from his parents and it could be just affecting him now. Or, it could be something else. It's not usually that much for a pigeon vet exam so hopefully you can find one nearby today.
