Strictly a guess, but I would guess that the other doves are "plucking" these birds.

Hate to tell ya, but ya gotta rearrange the dove groups to get peace back in the flock(s). I have seen this plucking many, many times with the doves, and the only solution I have come up with is to pull the pluckees from the pluckors and let the pluckees get their feathers back. Once the feathers have been regrown, you can move both the pluckees and the pluckors into a totally new enclosure, and all will be well .. since it is all new to both groups, nobody has territorial rights.And what does one do when this occurs?(If I am able to identify the mother plucker...
