can you simply create an "Indian Fantail" by breeding an American Fantail with a feathered foot Tumbler, and getting the fanned feet and tail in one baby?

It takes a long time perfecting breeds so a simple cross like that will not get you where you want to be. To people who don't know better, they will be ripped off by buying mixed up birds. But most people would be able to tell they are not pure or at least not good quality. The F1 kids wouldn't have a crest unless the tumbler was crested, and the tail would have a few extra tail feathers but would not be fanned.
