You need to isolate the bird from your other birds, as this could be very contagious.

This could be a respiratory infection or other issue, even crop issue, but you should take the bird to a pigeon friendly avian vet for proper diagnosis so you can get the most effective antibiotic to treat the bird.

Make sure your birds have adequate ventilation and they are out of drafts of air, dampness and not overcrowded. These things can cause respiratory issues.
