Is the bird able to move its legs at all?
Some nutritional deficiencies contribute to problems with leg development. Feeding solely peas is ok, but they don't supply all the nutrients that very young pigeons/doves need. Crumbled hard-boiled eggs with a tiny bit of yogurt with "live cultures" would, or perhaps use a bird hand-rearing formula such as Kaytee Exact.

Baby pigeon
I have rescued a baby pigeon, its about 11 days old now, i have noticed one leg is sticking behind, think its splayed but unsure, any advice on how to fix...phoned wildlife centre and they said to take him in and they would look after but an 11 day old pigeon with bad leg reckon they wouldnt be...
