On an evening walk, we noticed a hurt pigeon laying on its back in the cold after it had just rained. We could not just walk by, so upon closer, careful examination, we saw that he only had a couple tail feathers left and did not have use of his legs. We have been giving him water and different seeds, but he has not eaten much, just tries to fly. He has full control of his wings and everything except for his legs, so he is unable to take off in flight. We have him in a small box and lying on his back as that is the only way he can rest and does not struggle to fly. Tips on further care or opinions on recovery? He seems to have encountered some sort of predator, maybe a cat?
Thanks!

Make a donut nest by rolling up a towel and shaping it into a ring. Wicker baskets work well if you have one. Can you post a picture, and give your location? It could be spinal trauma, which he may recover from with enough time.

Have you tried dipping his beak into the water? You’ll probably have to force feed him, but first get him upright and and get fluids in him.
