I have a indian fantail hen which has some tail feathers that are not fully grown like they are ripped in half. If i pluck those tail feathers out will new ones grow so that she could have a full fantail or will they not grow back if i pluck them out.

They will grow back or you can just wait for her to molt.

Yeah end of summer/start of fall is when it happens....I know because I have to walk around the yard gathering all the feathers due to them molting so much, they fly everywhere! lol

You could pull it out but just make sure its not a blood feather....those really hurt them if you pull it by accident.
