Is this a racing pigeon?

I was with a group hiking the Delware Watergap on the NJ/PA border yesterday and came upon this pigeon. It seemed very friendly to us and allowed us to get close. It has a band on each foot and the last digits on the purple band are '3939'.

Is this a racing pigeon?

There's no way to trace the band or know where the bird is from without all of the info off of the band. I suppose you just saw it, but didn't try catching it or anything? Hopefully it was just stopping to rest, maybe get a drink of water and went on home.
Correct. There was no way, or no reason to try to catch the bird. A group of us were out hiking and we just saw it. The bird didn't appear hurt and flew off to a tree when we approached.

Thanks - that's all I wanted to know. I thought it was a racing pigeon.
