The cure for that is "skritching", where you take your fingernails and "skritch" the bird to remove those little bits around the feathers. Skritching can be done on a variety of animals (and some people) for utilitarian, therapeutic and pleasurable reasons. What works on one species doesn't always work on another, though. For instance, while a female dog often finds "skritching behind the ears" to be pleasurable, the female of the human species often prefers "nibbling the ears" (generally with a light touch).

Subtle differences, yes, but often important. Anyhow, give that a try.
