You need to hand feed the bird if it isn't eating enough on it's own. The bright green poop can be an indication of starvation which would fit if this bird has been on it's own and unable to find food.
It would be helpful if you could post the band numbers and letterers as we may be able to help you track the owners.
Do you have the capabilities of doing a fecal float at your rehab facility. That could be a very good thing to do for this bird.
I would start the bird on clavamox if it were in my care.

He may not be able to eat on his own if he is sick. Don't wait until later to feed him...do it now. Start him on the clavamox that you said is available to you.
Pigeons do have a higher temp that we and so what you are heat wise, may be normal.

Rachel...it could be Clostridium [bacteria] which can cause them to loose the use of their legs. I get several each year in that condition. I use baytril but since you have clavamox available...put the bird on that....NOW.

Good. You should see an improvement in 4-5 days. Please keep him on the clavamox for 10 days.
What a gorgeous bird he is.
