It sure can be but you must be very careful to file little bits at a time so you don't start it bleeding.

all puns aside,you have a problem,,go see a dvm avian specialist now,.let them tell/show you what is wrong and how to fix it,.before the bird has health issues,..sincerely james waller

I have a rehabbed pigeon like that. I use a baby nail clipper to cut the extended part a little at a time.

If you trim it back to far you can use corn starch, a styptic pencil or even flour to sto the bleeding.
Be carefull you do not cut the tongue.
