Looks like a roller to me. I have had a couple rollers in the past with what my mentor referred to as "pants" on their legs. Not full feathering like a tumbler, but close feathers that make them look as if they are wearing long pants.
I let them fly all the time now for about a week or two but since the guy I got them from kept them closed up for 5 years already they can barley fly but they getting better and all they do is make couple circles around the coop, fly from coop to coop, walk around and that's it they don't roll tumble high fly or do what UK sky cutters do. the 2 cocks I have have muffs but the hen doesnt. Also unlike the breeds yall named these have a tail between a fantail and a regular tail.
These are some of the other ones that came along with the black/white ones I got but the black/white ones stand out and are different breed and the ones that are almost all white but have black are prob. mixes of the pure white and black/white.
Not all have muffs and some have a helmet(or what ever its called) on the back of there head.
