Racing? pij in Sacramento, CA Animal Shelter

There's what looks like to me a racing pigeon in jail at the Sacramento Animal Shelter. Can anybody help this bird? If nothing else, contacting the shelter and helping them with the band numbers would be much appreciated. I'm swamped and over-stretched and hoping someone can help this bird in need.
