You can use both meds at the same time. Don't stop the canker meds now. From what I've read on the internet, it takes a while to see an improvement. Just continue with both meds for now, keep on handfeeding him if he is not eating and acv in the water every day. Hopefully there will be an improvement in the next 5 -7 days.
 
I recently used doxycycline for one of my pigeons (not for chlamydia), the vet gave me doxycycline tablets 20 mg for dogs and cats. I had to give a tablet once a day (in my case for 10 days).

I read online that the suggested dosage is 10 - 50 mg once a day per pigeon: to treat chlamydia, the chevita website mentions a 25-day treatment period with doxyciclin-t.

I looked online for doxycyclin-t, I found here:

that each capsule contains 20 mg of doxycycline (I don't know if there are capsules of doxycyclin-t having a different composition).

I have never heard of Tobrex eye drops.
I don't know if you can find something similar but you could try to look for a product similar to this one:

it's a sterile solution for eye wash. I used it for birds and even for myself (when I got conjunctivitis). Here you can find it in pharmacy. You could wash his eyes twice a day with it.

A month ago I released him because he was restless. He was suffering being locked in. He made some progress eventhough he was not cured completely. First week out he was doing great. He was fighting with other pigeons for teritory for which he didn't have streinght before. However ten days ago he started being the old one with swollen eye and clogged nose . I took him again on Friday and started giving Doxyciclin again, this time until he gets completely well. However he started having hickups right after medicine ( i divide 100 mg pilule into 4 parts and give him one quarter with small spoon in throught) now he breaths heavily, with his beak opened 😞. Today it was impossible to give him medicine because he behaved like he was going to die. It is impossible for me to open his beak 😞. Please help
 
Is the meds in tablet form? If so, then you can just split into the correct size and put the piece deep inside his beak for him to swallow.

Sounds like he might have aspirated. Did you give the meds with water? Only thing you can do now is to keep him warm and hope for the best. The best way to give liquid meds will be to soak a small piece of bread with the correct amount of meds, and then put the piece deep inside the beak for him to swallow. I hope he survives.

that in case of aspiration (food or water in the lungs) an antibiotic could be helpful (I don't have any personal experience with this situation).

"Si le pigeon a de l’eau, de la bouillie ou des graines dans les poumons, l’emmener d’urgence chez un vétérinaire qui lui prescrira un antibiotique, sinon les chances de survie du pigeon sont très minces".

"If the pigeon has water, formula or seeds in the lungs, bring him immediately to the vet who will prescribe an antibiotic, or the bird will have a low chance of survival".
