I have a pigeon that has developed a tumor under her wing right now it about the size of a quarter is there anyway to remove it

Most probalby this is cholesterol tumor.
Cause for this is most probably genetic. So far I couldn't find any treatment.
You can try diluted Tea tree oil (Melaleuca Oil) on tumor and to feed more sprouts as they have some effect on cancer formations.
If you can contact Iowa State University in Ames, they may be able to provide more information (they do research on cholesterol tumors in birds).

Is it had or soft? How old is the bird? Any other symptoms?

This is one symptom of paratyphoid. Please isolate the bird from your other birds. If this is paratyphoid it is treated with a strong antibiotic like Baytril or genetic like it.

It can also be a symptom of other health issues, it's always best to see a qualified avian vet.

A vet that has experience treating birds and is comfortable with them will do too.
