Hi, poor bird, he got scalped in a very bad way.
Here you can read how to treat a scalped pigeon:

I cared about a scalped pigeon (she had PMV and was attacked by other birds), she needed some time to heal but recovered very well. I disinfected the wound (you can use something like Betadine 10%) and applied an antibiotic cream twice a day for some days (you should decide how many days according to the condition of the wound). Then I stopped the antibiotic cream and applied for some days a healing cream (same thing for days).
Remember to first rinse the wound with some saline solution.

If you can get some metacam (meloxicam) for cats 0,5 mg/ml you could give him a drop once or twice a day for some days (you can start with 3 days and see how he is doing).

Keep us updated.

Please give it something for pain and inflammation like meloxicam, use iodine on wound and separate them for ever! It should heal well.
