what age is the best to get a pet pigeon?

Depends on your plans. If you want a pet pigeon that is a racing pigeon and able to fly around and then come back to its home, keep it between 4 and 8 weeks of age. This ensures it has not yet acquired a homing sense to where it came from. If you will keep it penned up, age doesn't matter much. If it is not a racer, then it won't home elsewhere. Also regardless of breed, a young pigeon is more likely to become tame to you. An older bird may come with a fear of you, depending on how it's previous owner handled them.
 
I'd strongly advise getting a pair. The bird may like you, but it needs a companion. Pigeons prefer being part of a group, not solos, it goes against their nature. Even if allowed freedom to fly, you'll likely find it flies away to find a mate. A pigeons instinct is survival, and mating is a huge part of that drive. Yes, young pigeons would be better as it will not have yet started forming its own fears of people, will more readily accept its new home, and during its growing period it will learn that you are its food provider. The "biting" is a males aggression that is normal, some more than others depending on how much of an alpha he is. I actually like that in my males, but for reasons related to racing pigeons.
