Are you referring to the oil gland between the feathers? Nothing to worry about. That is the preening gland that secretes oil. When he grooms himself, the oil gets spread to keep the feathers shiny.

Ah ok that's great to hear, I was worried it was a parasite I knew some birds had those glands for preening but i thought pigeons didnt have one.
